Referee Scout
The FA Refereeing Department is currently recruiting Referee Scouts to support the development of match officials operating within the Men's National League North and National League South, as well as Tier 3 of the Women's Football Pyramid.
This is an exciting opportunity to play a key role in the identification and development of current and future elite match officials. Working remotely, Referee Scouts review match footage and evaluate referee performances through a dedicated video analysis platform. Using evidence-based reporting, Scouts evaluate performance against The FA Refereeing DNA, considering key areas including technical, tactical, physical, psychological and social performance.
What will you be doing?
Reviewing match incidents, bookmarking relevant footage and producing detailed online reports supported by video clip examples. These reports contribute to a holistic assessment of performance, focusing on the referee's impact on the game rather than relying solely on traditional observation methods. This approach enables a more objective and evidence-based review of match officials and supports their ongoing development.
What are we looking for?
We are particularly interested in hearing from individuals with experience of refereeing at Step 2 and above. However, we also welcome applications from those with experience from the playing side of the game who can bring valuable perspectives when reviewing referee performances.
What's in it for you?
The role is flexible and can be completed from home at times that suit the individual. Appointments are offered on a week-by-week basis. This is not a full-time or part-time position but is ideally suited to individuals with an interest in referee development and the availability to undertake performance reviews during the week.
Successful candidates will undertake a comprehensive training and accreditation programme before being appointed. Full support will be provided throughout the process to ensure Scouts are confident in applying the framework and standards required.
This is a particularly exciting time to become involved in refereeing development. Through our referee pathways, we are working to identify and support the next generation of elite and international match officials, many of whom will progress into the professional game. Referee Scouts play a vital role in that journey by helping us provide high-quality feedback, identify talent and support continuous improvement across the game.
For further information or an informal conversation about the role, please contact Ross Joyce, Senior FA Referee Manager (Referee Development), The FA, at Ross.Joyce@TheFA.com. Ross would be happy to discuss the role, the accreditation process and what is involved in becoming a Referee Scout.
We welcome applications from everyone and are proud to be an equal opportunities employer. If you have any particular requirements in respect of the recruitment or interview process, please mention this during your application.
As part of The FA's commitment to ensuring a safe environment for everyone in football, successful candidates will be required to complete a DBS check. The level of the check required will be based on the activity of the specific job role. Casual work is conditional upon receipt of a satisfactory DBS check result, which will be fairly considered on a case-by-case basis, in line with legislation and government guidance.

City Football Group
Location: Manchester, GB
Full Time / Part Time: Full Time
Contract Type: Permanent
Based in Manchester, this permanent role gives you the opportunity to shape new product ideas before they move into scaled technology delivery. Working across prototypes, journeys and early concept validation, you will help turn strategy into clear, testable and technically considered product experiences that are ready for build.
Who We Are
Founded in 2013, City Football Group is the world’s leading private owner and operator of football clubs, with teams across the globe connected by a shared belief in doing things differently. Alongside our clubs, we invest in football-related businesses and build partnerships that help the game, and the communities around it, thrive. Everything we do is guided by our purpose: empowering better lives through football. Rooted in more than a century of “City” football, we are proud of the role our clubs play locally and globally, creating positive impact on and off the pitch.
Within our Product team, we work to turn approved ideas into experiences that are clear, useful and ready for delivery. This role sits close to Product Managers, Technology Solutions and operational colleagues, helping us reduce ambiguity early, test assumptions quickly and make sure product concepts are well defined before scaled implementation begins.
The Role
The Product Designer will work with Product Managers and operational colleagues to explore new opportunities, understand customer and business needs, and turn early ideas into clearly defined product concepts.
You will use journey mapping, service mapping, wireframes, interaction models and prototypes to make ideas tangible, testable and easier to understand.
A key part of the role is working closely with Technology Solutions and engineers to assess feasibility, explore solution options and identify constraints, dependencies, risks and likely delivery effort.
You will help translate product vision into a shared understanding of how a solution could work, what needs to be built and where further investigation or development is required.
You will support the transition from discovery into scaled delivery by clearly articulating the problem, proposed experience, requirements and technical considerations.
Acting as a translator between Product and Technology Solutions, you will help improve product readiness, reduce rework and give delivery teams a stronger foundation from which to build scalable products.
What You’ll Bring
You will be a collaborative and pragmatic product thinker who can connect customer experience, product strategy, operational reality and technology delivery. You will be comfortable working in ambiguity, communicating with a wide range of stakeholders and helping teams turn good ideas into well-defined opportunities.
Experience shaping digital products, services, user journeys or customer experiences within product, digital, commerce or technology environments.
Strong capability in discovery, ideation, journey mapping, service mapping, wireframing, interaction design, prototyping and concept validation.
The ability to translate between business, product, design and technology audiences, making complex ideas clear and creating shared understanding.
Experience working with Product Managers, engineers, architects or technology teams to explore feasibility, shape requirements and define potential solutions.
Strong technical understanding to identify dependencies, constraints, risks and implications of design decisions, without needing to be an engineer.
A structured, clear and pragmatic approach to problem-solving, with the confidence to challenge assumptions, use insight and data to refine concepts, and identify what must be understood before a project is ready for build.
Why Choose Us
Working at City Football Group means being supported to do your best, with the flexibility and encouragement to look after your wellbeing. We are committed to helping our people learn, grow and thrive in a culture built on collaboration, openness and hard work.
As part of our team, you will receive 26 days’ annual leave plus a day off for your birthday, private healthcare and dental cover, and an annual discretionary bonus. You will also have access to a Health Cash Plan, Employee Assistance Programme with 24/7 GP support, and a company pension and life assurance.
Manchester-based employees also benefit from free on-site parking, complimentary breakfast and lunch, and access to a range of sports and leisure clubs.
You can enjoy a range of additional benefits, including cycle to work, Give As You Earn, discounted match tickets, savings in the City Store, a free City+ subscription, stadium tour discounts, and wider retail and lifestyle offers.
How to Apply
If this role sounds like it is for you, we would love to hear from you. To apply, please submit your application via our careers site by 22 September 2026. We encourage you to apply as soon as you can.
We work with a select group of agency partners and do not accept unsolicited applications. Any CVs submitted without prior agreement will be treated as a direct application.

If you require reasonable adjustments or any support throughout the process, please contact hiring@cityfootball.com and we will be happy to help.

As an organisation we are increasingly responding to a range of complex mental health related cases that often involve ethical, psychosocial, and occupational challenges that impact individuals as well as presenting, in some cases, increased organisational risk. As we continue to evolve our internal support structures, we recognise the value that an independent expert panel will bring.
The purpose of the Independent Mental Health Expert Panel (IMHEP) is to bring together specialists to provide independent multidisciplinary oversight, consultation, reflective supervision and expert guidance regarding complex mental health cases. The focus of the panel is to support our internal workforce of c.1000 colleagues, for whom we have a duty of care to support and protect mental health and wellbeing.
We are looking for individuals with a strong passion for delivering human centred, multidisciplinary mental health care, and a broad knowledge of the mental health challenges faced by individuals working in high performance sport cultures. We are seeking individuals with a sound understanding of the modern game of football in its various forms, and who have a comprehensive working knowledge of the most up to date policy and research progressions in their respective field.
Key Accountabilities
As a member of the IMHEP you will be required to:
The panel will offer recommendation only and The FA retains operational, legal, clinical, safeguarding and managerial accountability for all decisions.
The MH&WB team will be responsible for coordinating the panel, chairing meetings, recording and securely storing/sharing relevant information, and remain accountable for all case related decision making.
There will be two formal meetings per year where a selection of complex cases will be taken to the panel for review and discussion. Examples of selected cases might include:
What we are looking for
Members of the Panel will include:
Members of the Panel will be expected to participate independently and objectively, and within the boundaries of their professional competence. Any conflicts of interest (case specific or in relation to the organisation whole) must be declared to the Chair of the Panel prior to participation. Contributions must be constructive and offered for the good of The FA and its employees. Members are expected to promote safe and ethical practice at all times and maintain confidentiality throughout (The panel may decide that confidentiality be broken where there is a legal obligation to disclose information, where there is a risk of serious harm to an individual or others, or where the sharing of information is needed to safeguard an individuals welfare)
Time Commitment
As a minimum, IMHEP members should attend two scheduled meetings per year to review and discuss a selection of identified complex cases. Meetings will usually be face to face on weekdays at The National Football Centre St George's Park, or Wembley Stadium. Additional Panel meetings may be called at the discretion of the Panel Chair. Panel members will also be available for ad hoc consultation on specific matters within the Panel's remit as required. Ad hoc meetings will be kept to a minimum and usually be held online.
Members will receive a set fee for attending meetings, and reasonable expenses incurred in order to travel to meetings will be reimbursed.
Members will be appointed for an initial term of two years, after which they will be eligible to reapply for another two years, up to four times (maximum of 8 years). Members can resign from the Panel at any point with written notice, and The FA can also terminate appointments where necessary.
